NIH Plans to Cap Reimbursement for Article Processing Charges

The NIH intends to limit allowable publication costs for NIH-funded authors. What might that policy look like in practice? The NIH has described five options, from disallowing all publication costs (in the style of the Gates Foundation) to setting limits on costs per publication or a limit on the total amount of an award that can be spent on publication.
